(14) We will strengthen measures to increase rural incomes. 4.improve the level of rural development

On the premise of adhering to the bottom line, we will encourage practical exploration and institutional innovation in all localities, strengthen the integration and efficiency of reform measures, and stimulate the vitality of rural revitalization. We will launch a pilot project to extend the second round of land contracts for another 30 years after they expire. We will improve the mechanism for setting land transfer prices and explore effective ways to prevent unreasonable increases in land transfer costs. We will prudently carry forward reform of the rural housing land system. We will deepen reform of the rural collective property rights system, promote the healthy development of a new type of rural collective economy, and strictly control risks in rural collective operations. For collective assets registered under the name of rural collective economic organizations by villagers' committees and groups, tax relief shall be implemented. We will continue to deepen the reform of the collective forest rights system, the comprehensive reform of the pricing of agricultural water, the reform of land reclamation, and the comprehensive reform of supply and marketing cooperatives.
(27) Improving diversified investment mechanisms for rural revitalization. We will continue to prioritize agriculture and rural areas in the general public budget, innovate investment and financing mechanisms for rural revitalization, and ensure that input is commensurate with the goals and tasks of rural revitalization. We will implement the policy of supporting agriculture with revenue from land sales. We will standardize and make good use of local government special bonds and other policy tools to support the construction of major rural revitalization projects. We will strengthen precise monetary policy support for financial institutions with county-based credit business, improve the professional working mechanism of "agriculture, rural areas and farmers" financial services of large and medium-sized banks, and strengthen the positioning of small and medium-sized rural financial institutions to support agriculture and small businesses. We will promote the reform of rural credit cooperatives into insurance by province and classification. We will innovate credit service models for key areas such as food security and revitalization of the seed industry. We will develop digital inclusive finance in rural areas and promote the construction of a rural credit system. We will give play to the role of the national agricultural credit guarantee system and government investment funds. We will strengthen fiscal and financial coordination, and carry out trials of subsidized interest loans for agriculture-related fields, such as high-standard farmland and facility agriculture, on the premise that no new hidden debts of local governments will be incurred. We will encourage private capital to invest in agriculture and rural areas, and effectively prevent and correct improper behavior in investment and operation. We will strengthen oversight of agriculture-related funding projects, and strictly investigate and punish violations of laws and regulations such as obtaining and defrauding funds.
(28) Expanding the ranks of rural talents. We will implement the plan to support rural revitalizing personnel, increase the training of local rural personnel, guide urban professionals of all kinds to serve in rural areas in an orderly manner, and comprehensively improve the overall quality of farmers. We will strengthen the training and use of agricultural science and technology personnel and highly skilled rural personnel, and improve the evaluation and incentive mechanisms and safeguard measures. We will strengthen the development of new agricultural disciplines in higher education and accelerate the training of professionals in agriculture, forestry and water conservancy that are in short supply. We will give full play to the roles of colleges and universities, vocational colleges, and agricultural radio and television schools to improve the effectiveness of farmer education and training. We will promote the use of medical and health workers by counties and villages, and carry out the reform of hiring teachers by schools and counties. We will promote the model of small scientific and technological institutes, and encourage research institutes and university experts to serve agriculture and rural areas.
